For a software or IT services company, the central policy is technology errors and omissions. What insurance does a software startup in Maryland need?

Yes. Workers compensation coverage must follow where your employees actually work, not where the company is headquartered. Maryland requires coverage for essentially all employers with one or more employees, and other states have their own requirements.
