Ninety minutes from the Beltway, over the Bay Bridge and down Route 33, St. Michaels has become one of the most reliable short-term rental markets in Maryland. The town fills every weekend from April through November with wedding parties, sailing crowds, Maritime Museum visitors and couples escaping Washington. Easton, Oxford and Tilghman Island catch the overflow, and a well-run waterfront house on the Miles River or Harris Creek can book most of the year.
Most of those houses are insured on a standard homeowners policy or a landlord form that was never written for nightly guests, a dock and a fleet of kayaks. Here is where those policies fall short on the Shore, what a purpose-built short-term rental policy does differently, and what to have in place before the next wedding block books up.
Why a Talbot County rental is a different risk than your house at home
Start with the water. An Eastern Shore rental usually comes with a dock, a pier, a kayak rack, maybe a paddleboard or a small sailboat, and a lawn that runs down to tidal water. Waterfront houses in St. Michaels and on Tilghman Island sit low, and tidal flooding during a nor'easter is a fact of life. Many of these homes are older, with well and septic systems, detached guest cottages and barns that are also rented.
Then look at who books. Wedding weekends mean a bridal party of twelve in a five-bedroom house, a rehearsal dinner on the lawn with a hired bartender, and guests who have never been on a dock at night. Crab feasts, bachelor sailing weekends and family reunions fill the rest of the calendar. Each of those facts matters to an underwriter, and each is a place where the wrong policy leaves you paying out of pocket.
Why a homeowners or landlord policy falls short
The standard homeowners policy
Standard homeowners policies are written for a home you live in. They exclude business activity, and renting to paying guests by the night is a business to nearly every carrier. Once a paying guest checks in, claims tied to that stay (an injury on the dock, damage from the party, a fire during their weekend) can be denied, and because a St. Michaels house is rarely the owner's primary residence, a carrier can also void the policy over how it is occupied.
The home-sharing endorsement
A home-sharing endorsement is a limited add-on meant for a primary residence you rent occasionally. Contents are often settled at actual cash value, lost rental income is capped or absent, and most versions are not available on a second home rented every wedding weekend of the season.
The landlord (DP-3) policy
The DP-3 landlord form we write for Maryland rental property owners is built for a long-term tenant with a lease and a deposit. On a Shore rental it typically has no coverage for theft or vandalism by the guest, because the policy treats that as property you entrusted to them. Contents coverage is limited, which matters in a house furnished and stocked for a wedding party. Loss of rents is based on long-term rent in Talbot County, not on a peak October weekend. Amenities are covered only inside the property line, so a guest hurt on your kayak in the Miles River is a problem. And vacancy clauses can suspend coverage after the house sits empty for a set number of days, which describes most of January and February. Our landlord insurance guide covers the DP-3 form in more depth.
What a standard policy typically leaves out at St. Michaels
What a standard homeowners or landlord policy often fails to cover on an Eastern Shore short-term rental, and what the Proper Policy is designed to address:
- Damage, theft or vandalism by a guest. The wedding party that leaves the house in pieces. Often excluded or sub-limited; no sub-limit under the Proper Policy.
- Lost season income after a covered loss. Standard forms typically pay little or nothing on a second home, and a DP-3 pays at long-term rent levels. Proper's business income is based on your actual short-term rental revenue.
- Docks, piers, kayaks and small sailboats. Liability on the water, beyond your property line, is usually outside a landlord policy. Proper covers provided small watercraft on and off premises.
- Alcohol at the rehearsal dinner. A guest who drinks at your property and hurts someone can become your claim. Proper includes liquor liability.
- Pet-friendly listings. Dog bites and animal damage are a common exclusion; Proper includes pet and animal liability.
- Bed bugs after a busy summer. Almost never covered on a standard policy; included under Proper.
- A guest who refuses to leave. Not something a homeowners form contemplates; Proper includes squatter protection.
- The winter months. Vacancy clauses can bite in the off-season. The Proper Policy stays in force whether the house is booked, used by you, or vacant between guests.
How the Proper Policy is built for a waterfront rental
The policy we recommend most often for Talbot County owners is the Proper Policy from Proper Insurance, one of our carrier partners, which Terrapin places through its AmWins wholesale partnership. Proper writes a "Commercial Homeowners" policy on a Commercial General Liability form. It replaces your homeowners or landlord policy rather than endorsing it, so there is one policy and one claims department for the property. The main features: Download the Proper Insurance brochure (PDF) for a one-page summary of the coverage.
- $1,000,000 in commercial general liability as standard, $2,000,000 optional, applying on and off premises.
- Special form (all-risk) property coverage on building and contents at replacement cost, with no depreciation.
- No sub-limit on damage, theft or vandalism caused by a guest.
- Business income on an actual-loss-sustained basis with no time limit. You pick how many months to insure, based on your real short-term rental revenue rather than long-term market rent.
- Liability extended to amenities: pools, hot tubs, bicycles, exercise equipment, small watercraft such as kayaks, and golf carts, on and off premises.
- Pet and animal liability, liquor liability, bed bug and flea protection, squatter protection and invasion-of-privacy coverage.
- Coverage stays in force whether the property is booked, used personally or vacant between guests, for bookings from any platform or taken directly.
The policy is underwritten by Lloyd's of London (A+ AM Best) and Concert Specialty (A- AM Best), claims are handled in-house, and Proper, founded in 2014 with more than 200,000 policies written, is exclusively endorsed by Vrbo.

Three Eastern Shore scenarios, side by side
The wedding weekend
A bridal party books the house for three nights. The rehearsal dinner moves onto the lawn, a hired bartender pours until midnight, a guest trips on the dock steps in the dark, and by Sunday there is red wine in the heart-pine floors and a broken antique dining chair. A homeowners policy will often point to the business exclusion on all of it. A landlord policy will often deny the damage as vandalism by someone you entrusted the property to and fight the injury as off-premises. The Proper Policy is designed to cover guest-caused damage with no sub-limit, at replacement cost, and its liability (including liquor liability) is written to follow guests on and off premises.
The kayak on the Miles River
You leave two kayaks and a paddleboard at the dock. A guest paddles out on a windy afternoon, capsizes in the channel and is injured. On a standard or landlord policy, a small-watercraft injury off your property is often excluded outright. Proper extends liability to provided small watercraft, on and off premises.
The nor'easter in October
A fall storm takes shingles and a section of siding, water gets into the second floor, and the house is closed for repairs through the two busiest wedding months of the year. The wind damage may be covered on any policy type, subject to the deductible. The cancelled weekends are the difference. A homeowners policy on a second home typically offers little or no rental income coverage, and a DP-3 reimburses at the area's long-term rental rate. The Proper Policy is designed to pay the actual short-term revenue you lost, for as many months as you chose to insure.
Tides, flood and the waterfront
Flood, including tidal flooding from the Bay, is excluded from every policy discussed here, including the Proper Policy. It is written separately through the National Flood Insurance Program or a private flood carrier, and for a low-lying house in St. Michaels, Oxford or Tilghman Island it belongs on the list. Our flood insurance guide explains how flood policies work and why the waiting period matters. On many policies the dock and pier are treated as other structures with their own limit, so ask us how yours is handled, along with any detached cottage or barn you rent separately.
AirCover, Talbot County rules, and what we will ask
AirCover is a platform program, not a policy you own. On its liability piece, Airbnb is the named insured, not you. It applies only to stays booked through Airbnb, so a Vrbo guest or a wedding party that books direct is outside it. It stops at the property line, which rules out the dock, the river and the shuttle to the venue. And it ties lost income only to guest-caused damage, which does nothing for the October storm above. Treat it as a backstop.
Talbot County licenses and regulates short-term rentals, and the Town of St. Michaels, the Town of Easton and the Town of Oxford each have their own rules within town limits. Requirements change, so confirm the current rules with the county and your town before you list or renew. Carriers expect the property to be operating legally.
When we quote an Eastern Shore rental we ask about the year built, well and septic, the dock or pier, watercraft left for guests, any detached structures you rent, revenue history and platforms, personal-use weeks, and pets. If you own several properties, our real estate investor page explains how we structure a portfolio, and a personal umbrella policy can sit above the liability on your home, your autos and the Shore house.
Terrapin Insurance Group is an independent agency in Rockville, Maryland. Most of our short-term rental clients are Maryland, DC and Virginia families who live in the DC area and own a getaway elsewhere, from St. Michaels to Annapolis to Ocean City. Start with the home quote form and pick the Short Term Rental option, or call and we will walk through the property together.
Frequently Asked Questions
Does my homeowners policy cover my St. Michaels house if I rent it on Airbnb or Vrbo?
Usually not. Standard homeowners policies exclude business activity, so claims tied to a paying guest's stay can be denied, and because a Shore house is typically a second home, a carrier can also void the policy over how it is occupied. The Proper Policy replaces the homeowners policy rather than adding to it.
Is a landlord (DP-3) policy enough for an Eastern Shore short-term rental?
Typically no. A DP-3 is built for long-term tenants: it usually excludes theft or vandalism by the guest, limits contents, pays loss of rents at long-term market rates, covers amenities only inside the property line and may carry a vacancy clause that affects the winter months.
Am I covered if a wedding guest is hurt on my dock or on a kayak I provide?
The Proper Policy extends liability to amenities you provide, including small watercraft such as kayaks, on and off premises, and includes liquor liability. Standard and landlord policies often limit or exclude injuries once a guest is on the water.
Does short-term rental insurance cover tidal flooding in St. Michaels or Tilghman Island?
No. Flood, including tidal flooding, is excluded from the Proper Policy and from standard homeowners and landlord policies. It is written separately through the NFIP or a private flood carrier.
Does Airbnb's AirCover protect me as a Talbot County host?
Only partly. AirCover is a platform program, not your own policy. Airbnb is the named insured on its liability piece, it applies only to Airbnb bookings, it stops at the property line and its lost-income piece is tied to guest-caused damage only.
Do I need a license to run a short-term rental in St. Michaels or Talbot County?
Talbot County licenses and regulates short-term rentals, and the towns of St. Michaels, Easton and Oxford have their own rules within town limits. Requirements can change, so confirm the current rules with the county and your town before you list or renew.
