Between the Oceanfront, the North End, Croatan, Chic's Beach and Sandbridge, Virginia Beach has one of the deepest short-term rental markets on the East Coast, and a good share of those houses belong to owners who live three hours north in Northern Virginia, Maryland or the District. The house books solid from Memorial Day to Labor Day and sits mostly quiet from November to March.

Most of these properties were insured the day they closed with a standard homeowners policy or a landlord (DP-3) policy, and the insurance never caught up with the business the house became. Here is what that gap looks like on the coast, what the Proper Policy is designed to do instead, and what to sort out before next summer's bookings open.

A Beach Rental Is a Business, and Residential Policies Say So

Standard homeowners policies exclude business activity. Once a paying guest checks in, claims tied to that stay can be denied, and if the house is not your primary residence the carrier can question whether the policy should exist at all.

Home-sharing endorsements are limited add-ons built for a primary home you occasionally rent, often at actual cash value, with limited or no lost-income coverage. A landlord (DP-3) policy is closer, but it was built for a long-term tenant with a lease, not for a new group every Saturday with the keys to a pool, a hot tub and a rack of beach cruisers. Our landlord insurance guide walks through how DP-3 policies are structured; the same limits apply to a house on Sandfiddler Road.

What a standard policy typically leaves out at Virginia Beach and Sandbridge

Hurricane Season, Nor'easters and the Wind Deductible

Virginia Beach lives with two storm seasons. Tropical systems from June through November and nor'easters from fall through early spring both bring wind, tidal surge and days of cancelled bookings. Think through three things before you pick a policy.

Wind. Coastal policies of every kind often carry a separate wind or named-storm deductible expressed as a percentage of the dwelling limit rather than a flat dollar amount. Ask what it is on every quote, and ask whether the property's distance from the water changes it.

Flood. Storm surge and tidal flooding are flood, not wind, and flood is excluded from homeowners, landlord and short-term rental policies alike. Sandbridge, the North End, Croatan and much of the bayside sit in or near mapped flood zones. A separate flood policy is usually part of the package. Our flood insurance guide explains how that policy works and why the mapped zone is not the whole story.

Lost bookings. A storm that damages the house in mid-July can cost you the rest of the summer. This is where the policies diverge most. A DP-3 typically pays loss of rents based on long-term market rent, if the vacancy clause and the wind deductible do not get in the way first. The Proper Policy is designed to pay business income on an actual-loss-sustained basis, with no time limit, based on the property's real short-term rental revenue. You choose how many months to insure.

What the Proper Policy Is Designed to Do

Terrapin places the Proper Policy through our AmWins wholesale partnership. You can read about Proper Insurance, one of our carrier partners, on our carriers page. For a Virginia Beach rental, these are the pieces that matter. Download the Proper Insurance brochure (PDF) for a one-page summary of the coverage.

It is a commercial homeowners policy written on a commercial general liability form, and it replaces your homeowners or landlord policy rather than endorsing it. Property coverage is special form (all-risk) on the building and contents, at replacement cost with no depreciation, and there is no sub-limit on damage, theft or vandalism caused by a guest.

Liability is $1,000,000 standard and $2,000,000 optional, and it applies on and off premises. It extends to the amenities that drive bookings at the beach: pools, hot tubs, bicycles, exercise equipment, small watercraft like kayaks and paddleboards, and golf carts. The policy also includes pet and animal liability, liquor liability, bed bug and flea protection, squatter protection and invasion-of-privacy coverage.

Coverage stays in force whether the house is booked, used by your own family for the Fourth of July, or vacant between guests, and it covers bookings from Airbnb, Vrbo, a local property manager or your own direct-booking site. The policy is underwritten by Lloyd's of London (A+ AM Best) and Concert Specialty (A- AM Best), is available in all 50 states and DC, is exclusively endorsed by Vrbo, and Proper handles claims in-house.

Pools, Hot Tubs and the Rest of the Amenity List

Pools are a major booking driver in Sandbridge and a major liability driver everywhere. Three things help, regardless of which policy you end up with.

  1. Document the safety setup. Fence, self-latching gate, depth markers, pool rules posted, hot tub cover with a lock. Photograph it and keep it with your policy file.
  2. Put the rules in the listing. No diving, no glass on the pool deck, hot tub hours, maximum occupancy, no unregistered guests. The listing is part of your risk management.
  3. Tell the agent about every amenity. Bikes, kayaks, a golf cart, a trampoline, a fire pit. Liability for amenities works when the amenity is on the application.

Then there is the scenario every beach owner dreads: a guest drinks too much, slips on the wet pool deck at 1 a.m., and the injury turns into a lawsuit that names you, the owner. On a standard or landlord policy, the carrier typically looks at the business use and the pool and asks why it should respond at all. The Proper Policy is designed with that exact claim in mind, with liquor liability and amenity liability built in.

Airbnb AirCover and the City's Rules

Hosts at the Oceanfront often assume Airbnb has them covered. AirCover is a platform program, not your policy. Airbnb is the named insured on its liability piece, it applies only to Airbnb bookings, it stops at the property line, and its lost-income protection is tied to guest-caused damage only. A Vrbo booking, a direct repeat guest, a bike accident on Sandbridge Road or a nor'easter that closes the house for a month all fall outside it.

The City of Virginia Beach regulates short-term rentals, and the rules depend on where the property sits within the city. Confirm current zoning, permit, registration, occupancy, parking and transient occupancy tax requirements with the City before you list, and keep the paperwork with your policy. The application will ask whether the property complies with local rules.

A personal umbrella policy is also worth a conversation. A beach rental with a pool is exactly the kind of exposure an umbrella is for, and some umbrella carriers want to see the rental written on a commercial form before they will sit on top of it.

Talk to an Agent Who Writes These Properties

Terrapin Insurance Group is an independent agency in Rockville, Maryland, licensed in Maryland, DC and Virginia. Many of our short-term rental clients live in the DC area and own a getaway somewhere else: a Sandbridge house, an Ocean City condo, a Smith Mountain Lake place. We quote the Proper Policy alongside the rest of our 19+ carriers and tell you plainly which one fits.

Start with the home quote form and choose the Short Term Rental option, or call 240-243-0042. Have the listing link, the last twelve months of booking revenue, the flood zone if you know it and a list of amenities ready.

Frequently Asked Questions

Does homeowners insurance cover a Virginia Beach house I rent on Airbnb?

Typically not for the rental activity. Standard homeowners policies exclude business use, and a second home rented to paying guests is a business in the carrier's eyes. Claims tied to a stay can be denied, and the policy itself can be questioned if the home is not your primary residence.

Does the Proper Policy cover hurricane and wind damage in Virginia Beach?

The Proper Policy provides special form (all-risk) property coverage on the building and contents at replacement cost, subject to the policy's terms, deductibles and any coastal wind provisions on your specific quote. Flood is a separate policy under any option. Ask your agent to walk through the wind deductible before you bind.

Is flood covered by a short-term rental policy?

No. Flood is excluded from homeowners, landlord and short-term rental policies alike. Sandbridge, the North End and much of the bayside sit in or near mapped flood zones, so a separate flood policy is usually part of the package.

Does the Proper Policy cover a guest injured in my pool?

The Proper Policy extends its commercial general liability ($1,000,000 standard, $2,000,000 optional) to amenities you provide, including pools and hot tubs, on and off premises, subject to the policy terms. List the pool and any safety features on the application.

Does Airbnb's AirCover protect me as the host?

Only in a limited way. AirCover is a platform program: Airbnb is the named insured on the liability piece, it applies only to Airbnb bookings, it stops at the property line, and it ties lost income to guest-caused damage only. It is not a substitute for your own policy.

Does the City of Virginia Beach regulate short-term rentals?

Yes. The City of Virginia Beach regulates short-term rentals, with rules that depend on where the property sits, and requirements can change. Confirm current zoning, permit, registration and tax requirements with the City before you list.
